The course aims to create a basic understanding of the institutions, actors, levels, factors and constraints that impact upon EU policy-making process. This process is complicated by the levels involved; the supranational, national, regional and local; as well as the multiplicity of actors, both institutional and individual. There will be discussion on how the new constitution to be soon promulgated will influence the process.
